Invest Moldova Agency has ranked second among 31 national investment promotion agencies in the Emerging Europe 2026 regional ranking. With a score of 88.24%, the Republic of Moldova ranks just behind Estonia (89.71%) and ahead of Czechia, Latvia and Lithuania, which share third place (86.76%).
The results were published as part of the ninth edition of the assessment conducted by Emerging Europe, which evaluates the performance of investment promotion agencies across Central and Eastern Europe, the Balkans, the Baltic states, the Caucasus and Central Asia.
The 2026 edition introduces an updated methodology that places greater emphasis on agencies’ ability to anticipate economic changes, identify new investment opportunities and adapt their promotion strategies to evolving international market conditions.
The assessment examines agencies’ digital channels across seven dimensions, including strategic vision, identity, adaptability, implementation capacity and a culture of organisational transformation.
Moldova’s second-place ranking highlights the relevance of Invest Moldova Agency’s strategic approach and the effectiveness of its efforts to communicate the country’s economic opportunities and competitive advantages.
In its published analysis, Emerging Europe particularly highlights Moldova’s positioning in the context of Ukraine’s future reconstruction and the country’s European Union integration process. These two developments are presented as strategic advantages that distinguish Moldova’s investment proposition from those of other markets in the region.
This achievement marks the Agency’s best result to date. In previous Emerging Europe rankings, Invest Moldova Agency placed fifth in 2021 and seventh in 2022, receiving recognition for the quality and relevance of the information provided to potential investors.

Republic of Moldova: An Investment Destination with Long-Term Growth Potential
The result underscores the importance of an investment promotion approach that goes beyond traditional advantages, such as competitive costs and geographical location, to highlight long-term economic opportunities, regional connectivity and the potential for integration into European value chains.
For Invest Moldova Agency, this international recognition represents an important milestone in its ongoing efforts to strengthen the country’s visibility on the global investment map and promote the Republic of Moldova as a competitive destination for international investors.
The Emerging Europe ranking has been published annually since 2018 and aims to identify best practices in investment promotion, contributing to the region’s economic development and competitiveness.
